Nellie O. Parker was born September 9, 1885 to James A. and Emma Mary Ann Holt Oliver. She married George P. Parker on June 12, 1907 in the Salt Lake LDS temple.
Nellie was president of Highland Stake Relief Society and was a member of the Relief Society general board from 1937-45. She was vice president of Utah Safety Council and held posts in the Women's Legislative Council and Women's Republican Club of Utah. Nellie was also president of Uintah Elementary School PTS, charter member of Emmarettas and Contemporary Readers Club, and officer in the BYU Emeritus Club. She taught school in Provo.
