Mayor Halliday disapproves of Paul Reid’s relationship with Halliday’s daughter, Gail, because Paul is from the Hollow, a poor area of town. Instead, Halliday wants Gail to marry Edward Hale, the son of the governor. Paul Reid, meanwhile, is caught between his job as a prohibition enforcer in the Hollow and his loyalty to Peter Cooper, a man who cared for and supported him much of his childhood but who refuses to get rid of his private distillery. With encouragement from Peter, Paul decides to run for mayor against Edward Hale, but his reluctance to prosecute Peter Cooper leaves many unsure of where he stands on the prohibition issue, and Elsie Cooper’s crush on Paul makes Gail believe Paul is being disloyal. Eventually, Paul clarifies his desire to clean up the Hollow, and Mayor Halliday supports Paul in both his run for mayor and his relationship with Gail.
